Our Global Supply Chain organization is seeking a Lead, Subcontracts Management to support the programs, proposals, and business objectives of the National Security Sector. This role will lead full life cycle (“cradle-to-grave”) subcontract management activities supporting primarily US Government programs which complies with contract requirements, company policies and procedures, and applicable laws and acquisition regulations. Initially, this role may support a variety of programs within the Engineering, Integration & Operations (EIO) Business Area. The EIO team delivers mission-ready, technology-enabled C5ISR solutions to Defense customers, ensuring integrated and undisrupted communications. Our trusted lifecycle system engineering and IT modernization solutions – utilizing digital engineering, secure software, trusted AI/ML, and predictive readiness – improve flow of data between systems for our customers. EIO programs provide end-to- end Combat Systems sustainment, as well as intelligence and technology services and solutions, to US and allied defense organizations.</p><p></p><p>The successful candidate will provide leadership in Supply Chain as they interface with Leidos management, senior management of suppliers, and to more junior Supply Chain personnel. The candidate will be the primary interface between subcontractors and the program for the contractual management of agreements of various types typically of a high dollar value, risk, creativity and complexity, and will interact with other functional areas (e.g., contracts, project control, finance, growth, etc.) to complete the necessary activities for the portfolio they’re assigned. They will be expected to align subcontract outcomes to those of the program and division, to effectively communicate, manage their time, prioritize actions, meet deadlines with minimal supervision, and detail-oriented who can work both independently and as part of a team. They may also be tasked with special projects, mentoring junior subcontracts staff, and peer reviewing audit files.</p><p></p><p>Primary Responsibilities</p><div></div><p>The position requires the use of business acumen, the demonstration of sound judgement, and a thorough knowledge of federal subcontracting and experience providing creative solutions to business and program requirements. While not an exhaustive list, activities in the subcontracting process that are responsibilities of this role are: crafting teaming strategy and leading proposal activities, subcontract award, and post-award management (e.g., subcontract modifications, risk identification & mitigation, issue resolution, internal reporting, closeout activities, etc.). Further, the position will be expected to identify and resolve complex issues on assigned subcontracts and make recommendations for mitigation steps to management. The candidate may assist management by reviewing files for compliance and coaching more junior staff on policies, procedures, and best practices.</p><p></p><p>Basic Qualifications</p><ul><li>Typically requires a Bachelor’s Degree and 8 - 12 years of prior relevant experience or Masters with 6 - 10 years of prior relevant experience.</li><li>Must be US Citizen.</li><li>Experience awarding and managing subcontracts in a government approved purchasing system including an advanced knowledge of the requirements of the FAR and<span> DFARS</span></li><li>Successful track record of using negotiating skills to maximize organizational return, minimize risk, improve price, and terms and conditions position</li><li>Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers.</li><li>Experience independently leading the subcontracts portion <span>of </span>proposal efforts.</li><li>Must have the organizational skills to manage concurrent projects and possess the business acumen to appropriately prioritize actions and deal effectively with subcontract management issues of varying degrees of complexity through resolution.</li><li>Must be able to clearly articulate statuses and issues to management, internal partners, and suppliers</li></ul><p></p><p>Preferred Qualifications</p><p></p><ul><li>Undergraduate degree preference: Supply Chain Management or Business Administration</li><li>Experience building strong supplier relationships that can <span>be </span>leveraged to assist in future issue resolution</li><li>Working experience with automated purchasing system (preferably Deltek Costpoint and iValua)</li></ul><p></p><p>At Leidos, we don’t want someone who fits the mold—we want someone who melts it down and builds something better.
